Proximity Score:

  • ≤ 20 km → 100 points
  • 21–35 km → 70 points
  • 36–50 km → 50 points
  • > 50 km → 30 points

Preference Penalty:

  • 1st preference = 0
  • 2nd preference = -1
  • 3rd preference = -2
